Job Description of Executive Committee (Volunteer)

 
Executive Chairman

  • Executes the decisions of the Board of Directors
  • Be accountable to the Board of Directors
  • Represents the Association to the general public

Executive Secretary

  • Keeps records of the Executive Committee
  • Communicates information to the Board of Directors and the Executive Committee members
  • Represents the Association in absence of the Executive Chairman

Treasurer

  • Keeps the financial records
  • Liaises between the Association and the Honorary Auditor
  • Executes financial duties of the Association as decided by the Board

Public Relation

  • Relates information of the Association to the general public via various media means including internet, newspaper, broadcasting, multimedia, etc

Activity Organizer

  • Organizes activities for the Association as decided by the Board or the Executive Committee
Financial Procedures
1.
In the Executive Committee meeting, the Committee members evaluate the submitted project proposals and select projects (see Project selection guidelines below) for fund-raising.

Donors are asked to send checks to the Post Office Box. The Treasurer collects the checks, deposits them into the bank account, issues the tax-deductible receipts to the donors, and earmarks the fund into designated projects.
3.
The Treasurer, with either the Chairman or at least one other Committee member, debits the designated amount from the bank and transfers the fund to the bank account of the recipient who is in charged of the project.
4.
The recipient issues the official receipt to the Association, followed by project reports.
5.
For all other administrative expenses, the expenditure has to be approved by the Treasurer, the Chairman or one of the Committee members, before the money is released.
6.
For all the money received for the activities, the ordinary receipt will be issued.
Project Selection Guidelines
1.
The project contributes to education development and poverty-alleviation in China.
2.
The recipient is reputable, reliable and has the capacity to complete the project.
3.
The proposed project has been field-inspected and field-assessed by either the directors, advisors, or appointed field assessors.
4.
The project is within the fund raising capacity of the Association.
5.
The project is open for supervision, inspection, monitoring and evaluation by our donors, directors and civil authorities.
